Arslan NARİN, who was born in Vezirköprü in 1970, graduated from Ankara University Faculty of Law in 1993.

He passed the Treasury Lawyer exam held by the Ministry of Finance in the first place in 1994 and started working as a Treasury Lawyer in Yerköy district of Yozgat province in January 1995.

He served as a Treasury Lawyer in Yerköy between 1995 and 2000, and in Samsun and Çarşamba between 2000 and 2005.

He started working as a lawyer at the Radio and Television Supreme Council (RTÜK) in November 2005.

After serving as Legal Counsel in 2008 and 1st Legal Counsel in 2009 at RTÜK, he was appointed as the Deputy Chairman of the Supreme Council on April 5th, 2011.

While he was serving as the Deputy Chairman of the Supreme Council at RTÜK, he was appointed as the General Director of Chief Legal Advisory & Directorate General Of Proceedings of the Ministry of Finance with the Decree No. 2014/508 published in the Official Gazette No. 29026  and dated June 10, 2014.

While he was working as the Chief Legal Counsel and General Director of Proceedings of the Ministry of Finance, he was appointed as the Secondary President to the Competition Board by the decision of the Council of Ministers with the Decree No. 2015/7867 published in the Official Gazette No. 29396 and dated 24 June 2015.

He was appointed as the Secondary President to the Competition Board for the second time by the decision of the President with the Decree No. 2019/368 published in the Official Gazette No. 30936 and dated 2 November 2019.

He served as Responsible Deputy General Manager for Legal, Human Resources and Administrative Affairs at Karabük Iron and Steel Industry Trade & Co. Inc. (KARDEMİR) between 10.09.2021 and 21.07.2023.

Mr. NARİN, who started working as the Minister's Advisor at the Ministry of Energy and Natural Resources on July 25th, 2023, was appointed as the Deputy General Manager of Management Services with the approval of the Ministerial Office dated July 28, 2023.

He was appointed as the General Manager of the General Directorate of Mining and Petroleum Affairs by the Presidential decision No. 2023/398, published in the Official Gazette numbered 30936 dated September 15, 2023.

He was appointed as the Chairman of the Board of Directors of Turkish Petroleum International Corporation (TPIC) on October 10th, 2023.

He has been appointed as a Member of the Board of Directors of Turkish Petroleum Corporation (TPAO) as of November 24, 2023.

He was born in Sarıgol district of Manisa in 1965. He graduated from Istanbul Technical University, Faculty of Aeronautics and Astronautics, Department of Meteorological Engineering in 1986.  He received his master’s degree from Public Administration Institute for Turkey and the Middle East in 1997.

Between 1986 and 2017, he worked as an engineer, branch manager, head of department and deputy general manager at the General Directorate of Electrical Power Resources Survey and Development Administration and the General Directorate of Renewable Energy. Sebahattin Öz, who has been working as Deputy General Manager at the General Directorate of Energy Affairs since 2017, is a member of the Board of Directors of the International Solar Energy Society. He was also appointed as a Member of the Board of TPIC on 12.03.2021.
